This charge just showed up on my credit card. I have desputed the charge.
I had this similar charge when I paid for a certified birth certificate online so I can get my real id. VCN is the third party that I had to pay through. They are called VitalChek or California Vital Statistics.
This charge was the result, (for me,) of a California Teacher Credential renewal.
The charge showed up for me due to purchase of Birth Certificate.
I was going to otder a birth certificate but didnt finalize order but still got charged $12 by vcn sacramento co rec...what a crock of shit
