This is a charge to verify your card details and confirm your identification when adding a debit/credit card to your account. Although this is a legitimate transaction, make sure the transactions have been refunded or the charges added to your mobile account as a credit. I registered my card (s) and the amounts taken were not refunded back to my card and not credited to my Three Mobile account!
